These documents helps explain the purpose of Watershed Councils.  The idea of local watersheds working with agencies and private citizens to restore watershed health was advanced by the federal listing of several fish populations in the northwest as endangered.  The goal is to improve watershed conditions to the point where these populations can be delisted and thereby minimizing federal influence.  Water quantity, quality, fish passage and riparian restoration are some of the major challanges facing the watershed councils.
